It's simple! Just go to Start -> Run and type in "Services.msc" and then go to Service Layer. The service is either NOT started or diabled. Just right click it -> Properties. Change the property to Automatic and click Apply. Then Start that service and click OK. Problem Solved! I got a solution to this problem!
